Inwestor, który planuje realizację nowej inwestycji powinien sporządzić harmonogram uzgodnień amidnistracyjnych, które należy pozyskać przed rozpoczęciem prowadzenia określowego rodzaju działalności. W harmonogramie powinno się ująć m.in.: uzgodnienia inwestycyjne, zgody, zgłoszenia, zezwolenia, koncesje, uzgodnienie formy prowadzonej działalności czy pozwolenia środowiskowe, w tym pozwolenie emisyjne. Zbyt wczesne pozyskanie pozwolenia emisyjnego może doprowadzić do jego wygaśnięcia, natomiast zbyt późne uniemożliwia podjęcie planowanej działalności.
