- He specialises in public procurement, combining his practice at GWW with previous experience gained, amongst others, at the Office of the Prime Minister and the Wielkopolska Provincial Office. He has management experience – he has led teams of several hundred people, carrying out, amongst other things, the restructuring of an administrative support unit and being responsible for such areas of local government administration as crisis management, security, social policy, health and immigration matters.
- Paweł’s key experience:
– Disputes: representation in approximately 200 cases before the National Appeal Chamber.
– Infrastructure: legal support for the construction of broadband networks (approx. PLN 1.5 billion), roads, railway lines and gas storage facilities (approx. PLN 8 billion).
– Services and supplies: digitisation of public administration, a landmark tender for postal services for courts and public prosecutors’ offices (won by an alternative operator), procurement for public universities and airports. - Participant in legislative work on amendments to the Public Procurement Law. Doctor of Laws, author of industry publications and academic lecturer.
