Lack of permit – why?
The obligation to charge an increased fee may be conditioned by the fact of using the environment without a required permit (or other decision). As it turns out, however, there are situations in which, despite the lack thereof, an entrepreneur should not be charged with the obligation to pay such a fee. What are these situations?
